
New Delhi: The CPI- M on Sunday urged President Pranab Mukherjee not to approve a handful of bills that said the Cabinet could become ordinances created for political reasons .
” The union cabinet is considering a handful of bills that were not taken in Parliament during the session just concluded ,” said general secretary Prakash Karat CPI- M in a letter to Mr. Mukherjee.
Mr. Karat said the Council of Ministers may also propose amendments to the Reorganization Act of Andhra Pradesh, the President has already approved to form a state called Telangana in Andhra Pradesh.
” If this is true , it is a surprising step, which is unconstitutional and makes a mockery of parliament,” Karat said.
” It will also be setting a dangerous precedent as the creation of a new state is a serious problem and can not be a toy for narrow political interests. Regarding the bills that are designed to combat corruption, after doing nothing for five years, the government is now seeking the ordinance route. government could have easily extended session of parliament for a couple of days to get it discussed and approved , ” Mr. Karat said .
The CPI- M leader said that in order to enact ordinances to meet the interests of the party in power after parliament had been postponed , and on the eve of the announcement of elections, which would amount to “a blatantly partisan and undemocratic exercise ” .
” As the President, with the experience and wisdom of having dealt with the constitutional and democratic procedures over many years in public life , I am sure that it will not tolerate any myopic and partisan measure that bypasses procedures constitutional and democratic , ” Karat said.
